Education and Management Application: Wildlife/Listed Fish/Protected Flora 

Use this application form to apply for permits for education or management purposes under the Wildlife Act 1975 and Flora and Fauna Guarantee Act 1988. You can also use this form to apply for a Forest Produce Licence under the Forests Act 1958 if your activity requires it.

If you intend to conduct activity in Victorian State Forest, you may require a Forest Produce Licence under the Forests Act 1958 in addition to a permit under the Flora and Fauna Guarantee Act 1988. 

A Forest Produce Licence is required to undertake research where there is cut, dig or take of forest produce or where the activity will substantially disturb the forest.

Forest Produce Licence

If your proposed activity involves cutting, digging or taking of forest produce in a Victorian State Forest, you are required to obtain a Forest Produce Licence under the Forest Act 1958. This is in addition to an education or management permit under the Flora and Fauna Guarantee Act 1988.

To simplify the process, you can apply for both permits through this form.

The following questions are specifically required to assess your eligibility for a Forest Produce Licence. It is important that you answer all questions and provide adequate detail to enable a fair assessment of the application.

Purpose of Take

To ensure that these resources remain where they are needed most, the Conservation Regulator will only consider applications to remove forest produce where:

  • there is no viable private or commercial source of the requested produce, or

  • there are environmental or community benefits to allowing access to the forest produce (e.g. research projects, or seed collection for revegetation or regeneration programs

and where the environmental impacts of the activity above are acceptable.

Please detail the proposed area where the activity will be conducted, including as much detail as possible (Maps, GPS points, geospatial information). We use this information to look for any sensitive environments or species that may be affected by your activities.

Please note, your application must relate to a specific site location and cannot be assessed on generic or broad areas. Depending on the location, there may be additional cultural heritage requirements for your application. An assessment officer will contact you with further information if this is required.

Please indicate how far you would be willing or able to travel to collect your requested produce. The requested produce may not be available from your preferred area of supply - in this case, your answer will allow us to look for alternative areas that may be suitable. 

If you are requesting produce from multiple locations, please indicate how far from each location you would be willing to travel,

Please provide a general area around a specified point. For example, "willing to collect within 50km from [location], willing to collect from a location within 1 hour drive from [location]."

Please provide, as attachments to your application, any and all documentation detailing how you have assessed and will manage risks associated with different aspects of your proposed works, if not covered in previous sections.

  • impacts on surrounding forest

  • harvesting (i.e. collection and take) activities

Listed fish, freshwater crayfish, and aquatic invertebrate species

If you intend to take listed fish/crayfish or aquatic invertebrates from any land managed by Parks Victoria you will also need to apply through ParkConnect for an Access Agreement.

In addition to the permit under the Flora and Fauna Guarantee Act 1988, approval may be required under the Fisheries Act 1995. Please contact the Victorian Fisheries Authority.

Proposed sites

If proposing to take from the wild and/or humane euthanasia, you must include details on the location where wildlife will be taken from. 

If proposing to keep wildlife in captivity, you must include a complete street address of where the animals will be held.

For translocation and/or take from the wild, you must include details on the location where species will be kept, collected from and/or released. Please also include the street address of any location where species will be kept for the duration of the project.

Please note, a permit does not convey the right of entry to any property or site (including public or Crown Land) to conduct authorised research activities. Prior permission from the landowner or manager is required.


Ethics Approval

Ethics approval may be required for activities that include; collection of biometric data, tagging and attaching tracking devices, blood / tissue sampling, trapping, attaching telemetry devices, take from the wild and humane euthanasia.  For further information visit Animal Welfare Victoria.
